The project consists of providing all labor, equipment, supervision,
and material necessary to remove existing metal roofing and associated
work and to construct an approximate 952 square foot wash rack
facility which will be tied into an existing building. Work includes
but is not limited to, removal of the existing asphalt at the project
site, all required site work and grading, construction of all wash
pads, mechanical room, approaches, sumps, HVAC systems, drains, and
utility connections to the facility. The Contractor shall also furnish
and provide all labor and equipment necessary to install the vehicle
washing system. This includes furnishing and installing the pressure
washer and recycling systems, sump pumps, coagulant tanks, metering
pumps, water heater, back flow preventer, pressure reducing valves,
filters, valves, water heating venting and water meter and all
necessary piping to complete the system. The Contractor shall also
provide no less than eight hours of training by a factory qualified
individual on the operation and maintenence of the wash and recycling
system. The project is located at Lassen Volcanic National Park,
Mineral, California. Contract duration is 90 calendar days. The price
range is between $100,000 and $250,000. This procurement will result in
a firm fixed-price contract. This procurement is open to both large and
small businesses. The Standard Industrial Classification is 1542 and
the annual size standard is $17.0 million. This procurement will be
awarded to the responsible offeror whose offer represents the "best
value" to the Government. The best value determination will be made on
the basis of (1) quality and (2) price. The Government will assess the
quality of each offeror on the basis of (1) its past performance; (2)
its experience; and (3)its qualifications and experience of key
personnel. The Government considers an offeror's quality to be
approximately equal to its price. THE SITE VISIT IS SCHEDULED ON JUNE
13, 2000 AT 9:00 AM. The participants are to meet at the Lassen
Volcanic National Park Headquarters in Mineral, California. Requests
for the solicitation package shall be in writing stating Request for
Proposal No. RP805000001, with complete name, address, and area code
and telephone and facsimile numbers. Solicitation packages may be
personally acquired from the Contracting Office or be requested by mail
