Contract (TOC). The USPFO For Arizona National Guard, 161st ARG,
Phoenix and 162 FW, Tucson, is soliciting proposals for multiple
discipline, multiple-year maintenance, repair and construction service
contract. The Standard Industry codes (SIC) 15 and 17 will apply for
this procurement. Multiple awards will be made. Task orders will be
issued to TOC contractors based on a combination of price and other
factors (best value judgments) in accordance with FAR 16.505. Task
Orders may be issued for a period of two (2) calendar years from date
of contract award, with option to extend contracts for three (3)
one-year periods. Task orders shall not exceed a cumulative amount of
$10 million to any one contractor; and an individual task order shall
not exceed $2 million. There is a minimum guarantee of $1,000 worth of
work to each awarded contractor over the life of the contract,
including option years if executed. Emergency response time will be 24
hours after notification of the emergency. Source selection procedures
in accordance with DFAR Part 215.605 shall be utilized for the basic
Task Order contract (TOC). Significant evaluation criteria for the
basic contract in descending order of importance are: (1) Project
Management Ability with an emphasis on Key Management Staff, Quality
Control Plan, Financial Capability and Technical Support Staff, (2)
Execution Ability, (3) Subcontractor Administration / Support, (4)
Location in Relation to Work Site, (5) Price Proposal on Prototypical
Project. THE GOVERNMENT INTENDS TO ISSUE THIS SOLICITATION THROUGH THE
INTERNET. Plans and Specifications will NOT be directly provided in a
paper hard copy format. NOTIFICATION OF ANY CHANGES TO THIS
SOLICITATION (AMENDMENTS) SHALL BE MADE ONLY ON THE INTERNET. It is
therefore the Contractor's responsibility to check the below listed
address daily for any posted changes to this solicitation's Plans and
Specifications, which will be available on or about 15 JUN 00.

The official Plan Holder's List will be maintained on, and can be
printed from the Internet Site. All prospective offerors must register
as Plan Holders on the Internet Electronic Bid Site (EBS) for this
project. Each company must include its name, address and phone number,
identify whether the firm is a Prime, Sub, or Supplier, and indicate
whether the firm is a Small Business, Small Disadvantaged Business,
Large Business, Woman Owned, 8 (a), or HubZone. PLAN CENTERS ARE ALSO
REQUIRED TO REGISTER. See the solicitation for proper address for
delivery of proposals. A Pre-Proposal Conference is tentatively
scheduled for 28 JUN 00 at 10:00 a.m. at the 162nd FW Civil Engineering
Bldg., Tucson, AZ. Proposal opening date will be on or about 19 JUL 00.
