a noncompetitive award of a contact with The Ewing Company, Boise,
Idaho, for completion of structural repairs at the National Historic
Oregon Trail Interpretive Center (NHOTIC), Vale District, Oregon, to
comply with more stringent wind and snow load parameters than
originally designed. The repairs may include such items as shear wall
reconstruction, roof truss repairs, glu-lam beam strapping and ledger
strengthening, installation of strap anchors between the Orientation
Gallery and adjacent lower roof diaphragm, and other structural repairs
beneath and within the building structure as well as the roofing
system. The facility was constructed 5/91-5/92. The Ewing Company is
uniquely qualified for the structural repair work due to their position
as original construction contractor and their participation on the
current design team to locate and discover areas that may require
upgrading as a result of damages resulting from unanticipated
extraordinary wind events beyond original design parameters. They are
the only contractor known to possess the following qualifications
needed to meed the Bureau's requirements: (1) Ability to use employees
personally knowledgeable regarding actual construction of structural
building elements; (2) Participation and presence on the current design
team to expose potential structurally weak points from the original
design; and (3) Knowledge of structural techniques actually used as
modified from the original design during construction. As-built
drawings are insufficient to detail all adjustments made to the designs
during construction. As many repairs as are feasible shall take place
concurrently with design investigation while structures behind walls,
floors and ceilings are exposed, to minimize site shut-down and impact
to visitors. Remaining repair work will take place following design.
Firms which meet the above contract requirements should submit their
qualifications in writing specifically addressing the three criteria
described above to the Contracting Officer. All responsible sources may
submit a response which will be considered. See Numbered Note: 22.
