Lethal SEAD System Program Office (AAC/WMS) intends to solicit and
negotiate with only one source, Raytheon Company, 1151 East Hermans
Road, PO Box 11337, Tucson, AZ 58734-1337. In accordance with FAR
6.302-1, Raytheon is the only known source that can meet the
Government's minimum requirement to acquire an upgrade to the Aircraft
Launcher Interface Computer (ALIC). The ALIC provides the basic
interface between the F-16 aircraft and the HARM and responds to pilot
inputs through the F-16 core avionics. The contract will contain Firm
Fixed Price (FFP), Time and Material (T&M) and indefinite
delivery/indefinite quantity (IDIQ) components. This acquisition
includes (1) ALIC software upgrade, (2) ALIC hardware upgrade, (3) ALIC
Automated Test Equipment (AATE) software upgrade, (4) AATE hardware
upgrade, (5) ground/flight test support T&M option, (6) engineering
support T&M option and (7) production upgrade kit IDIQ. The overall
period of performance is 5 years. The Government will negotiate on a
sole-source basis with Raytheon in accordance with FAR 6.302-1 within
forty-five (45) days after the publication of this notice. A
determination not to open the requirement to competition based on
responses received to this notice is solely within the discretion of
the contracting officer. This synopsis, along with a previously
published sources sought synopsis (Reference Number F08635-00-R-0006)
on 31 Aug 99, may represent the only notice of this action. Direct all

Air Armament Center(AAC) has appointed an Acquisition Ombudsman to hear
concerns from offerors or potential offerors during the proposal
development phase of an AAC acquisition. The Ombudsman does not
diminish the authority of the Program Director or Contracting Officer,
but communicates Contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. (You should
only contact the Ombudsman with issues or concerns that you cannot
satisfactorily resolve with the program manager and/or contracting
officer.) When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
