NIOSH anticipates that the basic design for the system will consist of a dynamometer and controller and an engine test control system mounted on a flat bed trailer. This announcement is made in accordance with FAR 14.5 -- Two-Step Sealed Bidding. The first step will be a solicitation for technical purposes only.
