the Protected Interoperable Modem System (PIMS). PM DCATS is surveying
industry to determine the current capability of key technologies and
products to support the Production of an SHF
Anti-Jam/Anti-Scintillation Satellite Communications Network Control
Modem System. This System is to be installed in strategic and tactical
satellite communication terminals and will provide interoperable
digital voice and data communication capability of up to 10 Mbps in
jamming and scintillation stressed environments, with low probability
of exploitation. Fixed-ground and shipboard installations will support
up to 12 modem functions whereas ground-transportable and airborne
installations will suppport fewer modem functions. Each of these modem
functions will be capable of maximizing AJ protection through
simultaneous shared utilization of at least 135 MHz of frequency
bandwidth. The communication circuits will provide an aggregate
Bandwidth Efficiency of at least 0.65 bps/Hz. The System will use
non-processed transponders of the DSCS, NATO, SKYNET, future SHF
military satellites, and commercial satellites (C and Ku Band). A
simple Network control function will allow circuit setup/teardown,
rapid reconfiguration, automatic link power control, and secure text
Orderwire. The Network Control architecture shall also facilitate the
reporting of network resource usage (e.g. assets available, link
transmit power, link receive performance) to a centralized controller.
Technology supporting a phased approach is sought, whereby an interim
product would be fielded within two (2) years from any potential
Contract Award, and the full requirements would be implemented as a
subsequent Block Upgrade improvement. Interested parties are invited to

be submitted NLT 45 days after the release of this announcement to the
address listed below or presented in person by contacting the
Contracting Officer and scheduling a one-on-one. A draft of the

Contracting Officer. THIS IS NOT A SOLICITATION. Any information
submitted by respondents to this synopsis is strictly voluntary. The
Government will not pay for any information that is submitted in
response to this SOURCES SOUGHT request. This synopsis neither
constitutes a Request for Proposal, nor does it restrict the Government
as to the ultimate acquisition approach, and should not be construed as
a commitment by the Government for any purpose. A decision not to
respond to this announcement will not preclude Offerors from bidding on
