commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Solicitation 626-00-29-jo is issued as a Request for Quote (RFQ). This
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-17: FAR
52.212-1 Instructions to Offerors; FAR 52.212-4 Contract Terms and
Conditions Commercial Items; FAR 52.212-5, Contract Terms and
conditions Required to Implement Statutes or Executive Orders- This
acquisition is unrestricted. SIC is 3841 and small business size
standard is 500 employees. This requirement is for a Confocal Laser
Scanning System for Quantitative three-dimensional Imaging of the
Posterior Segment. This Tomograph is a confocal laser-scanning
microscope for acquisition and analysis of three-dimensional images of
the posterior segment. It is to enable the quantitative assessment of
the retinal topography and precise follow-up of topographic changes.
For acquiring digital confocal images, a laser beam is focused to the
retina. Oscillating mirrors provide periodic deflection of the laser
beam and a two dimensional field of the retina is scanned sequentially.
The reflectance at each point is measured. In the confocal optical
setup, light is suppressed. Acquisition of a series of optical section
images with different locations of the focal plane results in a layer
by layer three-dimensional image. Technical specification shall
consist of, at a minimum, the following: Field of view-transverse =
10 x 10 to 20 x 20, (scan size
longitudinal 0.5 to 4.0mm); Focus range = -12 to +12 diopters;
Digitized image size = 2D images 256 x 256 pixels, 3d images 256 x 256
voxels; Scan time per image = 2d images 0.032 seconds, 3D images 1.6
seconds; Optical resolution = transverse 10 um, (limited by the
eye-longitudinal 300 um); Digital resolution = transverse 10 to 20
um/pixel, longitudinal 16 to 128 um/pixel. This system shall be capable
of providing at a minimum a variety of functions to quantitatively
describe the three-dimensional properties of the retina and the optic
nerve head and to precisely detect and describe topographic changes.
Interactive measurements to provide a simple method to measure
distances, height differences and height changes. Stereometric analysis
to provide a set of sterometric parameters useful for the description
of an optic nerve head, for contributing to the diagnosis of glaucoma,
and for follow-up of glaucomatous progression. Computation and
analysis of topographic difference images and of change probability
maps to provide additional tools to detect and to quantify topographic
changes and progression in glaucoma, and measurements to quantify and
to follow-up changes of other lesions like macular holes or edema.

within 30 days after receipt of order. Acceptance and Inspection at VA

item showing solicitation number, unit price, extended price, FOB,
prompt payment terms and correct remittance address along with a
completed copy of FAR Clause 52.212-3, Offeror Representations and
Certifications-Commercial Items. (Those companies not in possession of
the clause in full text may contact this office and a copy will be
faxed to you); (2) In addition the bidder shall furnish as part of its
bid all descriptive literature and technical data sheets necessary for
the purchasing activity to determine whether the product offered meets
the minimum salient characteristics/requirements of the solicitation.
Failure to provide this information will cause your bid to be rejected
as nonresponsive. Award of Best Value for the government contract will
be based on ability to meets the requirement specified above,
evaluation by end user, pricing, delivery period, and warranty. Offers
