Administration(NOAA) has a requirement for an Integrated Dewar --
Infrared Detector System for the reliable and precise measurement of
the flux of CO2 across the air-sea interface, with the following
specifications: 1) Detect extremely small differences in the mole
fraction of CO2 in dry air, namely differences of a few parts per
billion in an ambient environment of 370 parts per million, when
averaged over one hour. 2) An electro-optic analyzer system operating
at liquid nitrogen temperature to meet the required sensitivity. 3) The
system must consist of a pair of indium antimonide photo diodes each 1
mm in diameter and optical concentrators to sense the IR radiation
transmitted through existing chemical cells situated on an optical
table. 4) Two collimated beams of radiation at 4.25 micrometer and
bandwidth 0.2 microns, with diameter 0.31", and separated vertically by
1.000" (centered) will be presented to the detector optics (light
source has diameter 0.100", focal length of collimating lens is 2.5").
5) The system cannot be sensitive to ship motion, which rules out the
use of a rotating optical chopper wheel. 6) Must be possible to pump
the liquid nitrogen reservoir to subambient pressure to solidify the
nitrogen. 7) System must be capable of complete disassembly in the
field. The Dewar will have a hold time of at least 24 hours. 8) The
outer diameter of the dewar is approximately 10", to fit through a hole
in the existing optical table. 9) The dewar has to be ungradable to
make three additional CO2 analyzers with the same sensitivity, aligned
at right angles to each other. This procurement is being conducted per
FAR Part 13, Simplified Acquisition Procedures. You may submit your
