plans to issue a Request for Quote (RFQ) for a computer program that
simulates the performance for making ultra-violet lasers in the
305-320nm range. The model must simulate the performance of
nanosecond-pumped optical parametric oscillators (OPOs) with an
intracavity sum frequency mixing or second harmonic generation. The
code must simulate the intra-resonator Sum Frequency Mixing (SFG)
performance of the OPO signal (~800nm) wavelength with the 532nm pump
beam. It must also be able to simulate an OPO with an intracavity
second harmonic crystal that doubles the resonant OPO signal beam. The
computer model will enhance NASA's capabilities to design future high
performance UV lasers using non-linear optics. It shall be a unique
tool for experienced professionals possessing a fundamental
understanding of the physics of OPOs. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. This procurement is a total small business set-aside.
See Note 1. The SIC Code and Size Standard are 7374 and $18 million
gross revenue per year, respectively. The DPAS Rating for this
procurment is DO -- C9. The anticipated release date of RFQ
1-168-RFK.1062 is on or about May 30, 2000 with an anticipated quote
due date of on or about June 15, 2000. All qualified responsible
sources may submit a quote which shall be considered by the agency. An
ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
