Naval Research Laboratory intends to solicit and negotiate with Scripps Institution of Oceanography on other than full and open competitive basis to procure development of Two Broadband Systems. One each design, construction and laboratory testing of two Electro-acoustic and recording systems, One each design, simulation, and construction of two ocean engineering systems, and integration with electro-acoustic/recording systems, One each development and testing of software, and One each conduct of limited at sea test; demonstration of effectiveness of autonomous system are included. The acoustic receiving systems required must be lightweight (<200 lb., excluding the anchor), have large bandwidth (o.2-10 kHz), and long term (>24 hrs).
