NASA/GRC plans to issue a Request for Quotation (RFQ) for a feasibility study to define cryogenic load capacities, stiffness, and damping coefficients for stable operation of a turborocket utilizing advanced foil bearings. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Mohawk Innovative Technology, Albany, NY as they are the manufacturer of the proprietary bearings and will not provide them to any other source in order to perform the analysis. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 30, 2000. This must include documentation substantiating that the firm can obtain the advanced foil bearing and a description of the software available to perform the analysis. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
