The work involves shallow submergence of test panels. Inspection of shallow submergence panels. Surface film condition and fouling abundance shall be quantified from an on-site determination. Data will be analyzed and reported back to the Navy. For these unique services, the Government indends to solicit and negotiate with only one source under the authority of FAR-6.302-1. The University of Hawaii, Marine Lab has initiated similar work for the Navy over a period of 4 years.
