The National Institute of Standards & Technology(NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Dr. Dale Diamond of Diatech, Inc. for a non-personal services contract for the Radar Cross Section Standards Development Program. NIST requires a detailed technical assessment of measurement uncertainties for the outdoor China Lake RCS facility in the 2 to 18 GHz frequency range. This work is being performed under an agreement with the Naval Warfare Assessment Station (NWAS), Measurement Sciences Directorate, Corona, CA, within The Joint Services R&D program with NIST. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned..
