E-MAIL: Contracting Officer, SSA/OAG, MLudwig@ssa.gov. The Bureau of Reclamation (Reclamation)has a requirement for the technology of a Silica Micro Encapsulation (SME) process. The process uses proprietary formulations of chemicals as well as patented equipment to eliminate heavy metals as a contaminant by completely encapsulating them in a microscopic matrix consisting primarily of silica. Once the metals are locked in the matrix the resulting sludge is permanently stable, inert and impervious to environmental degradation. EPA is requiring a demonstration of the successful and efficient treatment of the AMD water at the Gilt Edge Mine Site. The demonstration requires extensive water sampling and analysis during performance to determine engineering and chemistry controls,and to clearly elucidate the successful immobilization of the heavy metals. The demonstration must also show the ability to meet current and projected water discharge criteria.. The demonstration is planned to run for 21 days after mobilization and set up are complete. A complete report will be prepared by KEECO at the conclusion demonstration to summarize procedures, analytical results, and recommendations for scale-up. The estimated performance period for the proposed contract is 57 days. Based on the information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1 Reclamation considers the procurement specified above as a sole source from Klean Earth Environmental Co. (KEECO), 19023 36th Ave. W., Suite E, Lynnwood, WA 98036 and proposes to negotiate a contract with that firm on that basis. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
