Specialist at 803/695-6846 Architect-Engineer (A&E) Services,
Indefinite Delivery Contract for the Department of Veterans Affairs,
WJB Dorn Veterans Affairs Medical Center, located at 6439 Garners Ferry
Road, Columbia, South Carolina. Provide A/E services
(mechanical/electrical) as required by the government to include, but
not limited to: necessary site work, verification of as-built drawings,
analysis of utility systems, necessary detail drawings and reproduction
expenses, accurate cost estimates and construction period services.
Services shall also include facility long and short term planning and
additional consultant support as deemed necessary by the government.
Services include design submissions at conceptual, 50% and 100% with
updated as-builts on mylar and autocad and microsoft word compatible
diskettes. The maximum yearly cumulative A-E fees under this contract
shall not exceed $250,000.00. This contract shall be for one year from
date of award or until the $250,000.00 in fees is reached with an
option to extend the term of the contract for one (1) additional year.
Negotiations will be conducted for hourly rates for each discipline
required, overhead, profit and other costs elements, which are
particular to the contract. For each project, the VA will issue a
request for fee proposal that includes a scope of work. The fee
proposal shall be based on pre-negotiated unit prices. Each specific
delivery order shall be negotiated based the A/E effort involved. The
maximum A/E fee for each delivery order shall not exceed $25,000.00. A
minimum A/E fee of $500.00 over the life of the contract will be
guaranteed should no work be ordered under this contract. The option
year is limited to the same restrictions as the first year. A/E firms
shall be located within a 150 mile radius of Columbia, South Carolina,
to be eligible. Standard Industrial Code (SIC) is 8712 Architectural
Services. The Small Business size standard is $2,500,000 in annual
gross revenues averaged over the past three years. Please state in
Block 4, Page 4 of theSF 254 the size standard of your firm. A/E will
be required to provide evidence of professional liability insurance of
$1,000,000. Architect-Engineer firms which meet the requirements
described in this announcement are invited to submit: (1) a Standard
Form 254, Architect-Engineer and Related Services Questionnaire, (2) a
Standard Form 255, Architect-Engineer and Related Services
Questionnaire for Specific Project, when requested, and (3) any
requested supplemental data to the procurement office shown. Firms
having a current Standard Form 254 on file with the procurement office
shown are not required to register this form. Firms desiring to
register for consideration for future projects administered by the
procurement office (subject to specific requirements for individual
projects) are encouraged to submit annually, a statement of
qualifications and performance data, utilizing Standard Form 254,
Architect-Engineer and Related Services Questionnaire. Firms responding
to this announcement before the closing date will be considered for
selection, subject to any limitations indicated with respect to size
and geographic location of firm, specialized technical expertise or
other requirements listed. Following an initial evaluation of the
qualification and performance data submitted, three or more firms that
are considered to be the most highly qualified to provide the type of
services required, will be chosen for negotiation. Selection of firms
for negotiation shall be made through an order of preference based on
demonstrated competence and qualifications necessary for the
satisfactory performance of the type of professional services required,
that include: (1) professional capabilities; (2) specialized experience
and technical competence, as required; (3) capacity to accomplish the
work in the required time; (4) past performance on contracts with
respect to cost control, quality of work, and compliance with
performance schedules; (5) geographical location and knowledge of the
locality of the project, provided that application of the criterion
leaves an appropriate number of qualified firms, given the nature and
size of the project; (6) any other special qualification required under
this announcement by the contracting activity. In addition to the above
qualifications, special qualifications in the Department of Defense
include the volume of work previously awarded to the firm by the
Department of Defense, with the object of effecting an equitable
distribution of Department of Defense architect engineer contracts
among qualified architect-engineer firms including small and small
disadvantaged business firms, and firms that have not had prior
Department of Defense contracts. Firms should submit SF 254's and 255's

(1) one copy of each form to this office not later than 3:00PM Eastern
