NASA/JSC plans to issue a Request for Quotation (RFQ) for four (4) units of the Minerva Networks VNP-201 Video Network Platform with version 1.4 software and version 1.2 software. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Minerva Networks, Inc. A market survey of similar products did not identify any other products that met the performance based on the Space Station application for a network video codec. Minerva Networks loaned two VNP-201's for an in-house demonstration and it was verified that the VNP-201 meets all the requirements. In accordance with FAR 6.302-1 and 10 USC 2304(C)(1), a Justification for Other Than Full and Open Competition stating a unique source is being prepared. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 31, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
