The purpose of this synopsis is to determine if there are sources
available who either have the required eight strands of fiber in place,
or will have them in place by June 2000. Any company who can meet this
requirement is requested to fax a capability statement to DITCO/DTS11,
Attn: Darlene Fry, Facsimile 618-229-9507 no later than 01 Jun 00. The
vendor shall provide an Indefeasible Right of Use (IRU) format or
other cost effective means of the life cycle of the assets acquired,
eight (8) fiber strands that will constitute a DoD, Federal government
operated SONET Right from Sacramento to Beale AFB, CA. This SONET Ring
will be made light-wave functional and operational and maintained by
the Government or the Government's contractor. The vendor shall be
required to provide local separate limited access facilities and access
by the Government's contracator at each terminus or drop/add locations
(listed below) and any additional light wave rengeration/repeater
sites specified by the DoD on behalf of the Federal government. The
vendor shall provide full operations level maintenance of the physical
plant (inside/outside) including all fiber cable (inclusive of the
acquired eight fiber strands) and supporting cable and equipment
necessary to operate continuously a SONET Ring from Sacramento, CA to
Beale AFB, CA and return. This requirement for access includes terminus
and add/drop points at Beale AFB, Wheatland, Marysville, Yuba, Rio
Linda, Lincoln, Davis, Dixon, Sacramento, and Highland, as a minimum.
The vendor will allow for and where specified, provide access to fiber
interconects and/or termination equipment at each government specified
location. In addition at each location, the vendor will provide space,
power and access to government-provided light-wave
regeneration/repeater equipment. The vendor will assist in location of
government fiber related equipment in their location identified at
government specified distances, as specified in the DoD SONET
engineering specifications. The vendor will provide fiber and cable and
termination devices and other equipment as specified by the government
as necessary and required to provide access to and operate the DoD
SONET Ring. The vendor will provide the SONET Ring operational network
management data to the DoD transmission management unit specified by
the Government to the Beale AFB, CA technical control facility,
managing the on-site operational aspects of the proposed SONET Ring.
The equipment will meet current NORTEL SDMS interface standards and
published DISA SONET transmission specifications. The fiber strands and
related equipment will be housed in separate accessible work areas
within vendor and/or DoD government facilities. All fiber connectivity
must be in place for all the sites specified in this document no later
