Environmental Protection Agency intends to negotiate a contract modification with the National Academy of Public Administration ( NAPA) for NAPA to convene separate forums to: 1) engage in a public dialog and obtain external comments on the individual research papers, and 2) obtain public reaction from different constituencies to the findings, conclusions, and recommendations contained in NAPA's final report, when published. New tasks and deliverables to be added to the Statement of Work include: 1) ROUNDTABLE DISCUSSION MEETING ONE NAPA will provide an opportunity for the panel to obtain external input on the independent research papers before it finalizes its interpretation of the research. To accomplish this, NAPA will convene a roundtable discussion meeting on the research reports. It is anticipated that this will be a one-day meeting. NAPA will be responsible for all meeting arrangements and logistics, including identifying and securing an appropriate facility for the meeting. After consulting with EPA, NAPA will invite individuals to participate in the meeting. Participants may include, but not necessarily be limited to: NAPA panel members, authors of the research reports, EPA staff, state agency staff and representatives, environmental and public interest group representatives, business leaders, Congressional staff, and the academic community. NAPA will make the research reports available in advance to attendees, either electronically or by providing photocopies, as needed. 2) SUMMARY REPORT FROM ROUNDTABLE MEETING ONE Within two weeks after the first roundtable meeting, NAPA will prepare and submit to EPA a brief report that summarizes the Roundtable One discussions, and highlights particular areas of controversy or concern to the participants. 3) ROUNDTABLE DISCUSSION MEETING TWO NAPA will convene a second roundtable discussion meeting, to be scheduled around the time of publication of its final report. Individuals invited to participate may include, but not necessarily be limited to, participants from the first roundtable meeting. The purpose of the meeting would be to obtain public reaction to the panel's report and recommendations regarding environmental innovations. NAPA will be responsible for all meeting arrangements and logistics, including identifying and securing an appropriate facility for the meeting. 4) SUMMARY REPORT FROM ROUNDTABLE MEETING TWO Within two weeks after the second roundtable meeting, NAPA will prepare and submit to EPA a brief report that summarizes the Roundtable Two discussions, and which highlights the viewpoints of the participants regarding NAPA's conclusions and recommendations contained in the final NAPA report.
