R -- JOINT BMDO/INDUSTRY FORUM FOR SETA SUPPORT SERVICES, ACQUISITION AND MANAGEMENT STRATEGY POC Ms Karla Smith Jackson, Contracting Officer, email karla.jackson@bmdo.osd.mil, voice (703) 604-4473, CBD Reference Number: BMDO 00-14 In conjunction with a recent organizational restructure and changes in its approach to mission accomplishment, Ballistic Missile Defense Organization (BMDO) is conducting an agency-wide, bottom-up review of all Scientific, Engineering and Technical Assistance (SETA), and services contracts. The purpose of this review is the development of appropriate acquisition strategies and contracting practices to accommodate the revamped Agency structure. Additionally, the goal is to reduce cycle time and resource consumption, eliminate inappropriate redundancies in services and enhance the use of contract incentive arrangements while maintaining the high quality of those services and minimizing proposal costs for contractors. The timing for implementation of such changes is impacted by the schedule for BMDO relocation to the Navy Annex and budgetary constraints. BMDO invites industry representatives to attend a Joint BMDO/Industry Forum to discuss the proposed new strategy and the impact(s) on industry. During the Forum the following topics will be presented and discussed: 1. Management Strategy the centralized management approach and framework. 2. Acquisition Strategy categorization of contracts and the related contract vehicles to be used. 3. Transition Strategy discussion of the transition of contracts to three contract categories (Outsourcing Functions (Commercial Services); Full Time Technical Advisory and Assistance; and Core Technical Competencies). 4. Small Business Implications impacts on the SB community and suggested industry activities. 5. Implementation Timetable a time frame for the implementation of the new strategy. The Forum will be held on Thursday, June 15, 2000 from 8:30 am 4:00 pm at the Crystal City Marriott located at 1999 Jefferson Davis Highway, Arlington, VA 22202. The meeting will be held in the Crystal Forum room at the Underground level. Following the Forum discussion points will be posted to the BMDO Acquisition Reporting Bulletin Board (BARBB) for additional industry comments.
