solicitation for commercial items prepared in accordance with the
fomat in Federal Acquisiton Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
acquisition is a small business set aside in accordance with FAR 19.6
and is restricted to small businesses under SIC Code 8741 (average
annual gross revenue over the last three three fiscal years less than
$5M). This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
FIRMS SHOULD NOT RESPOND TO THIS NOTICE BY REQUESTING TO BE PLACED ON
A SOLICITATION MAILING LIST. The solicitation number is
DTTS59-00-R-00434 and it is being issued as a Request for Proposal
(RFP). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-15.
The solicitation is for conference planning services in support of the
Secretary of Transporation's International Transportation Symposium.
The complete Statement of Work (SOW) for this requirement as well as
proposal instructions/evaluation criteria are available at the
Government's electronic posting site at www.eps.gov under the
referenced RFP number. The anticipated contract is firm-fixed-price.
The provision at FAR 52.212-1, Instruction to Offerors, applies to this
acquisiton. The provision at FAR 52.212-2, Evaluation-Commercial Items,
applies to this acquisiton; the evaluation factors and their relative
importance to be used are contained in the aforementioned evaluation
criteria. Offerors shall include a completed copy of the provision at
FAR 52.212-3, Offeror Representations and Certifications-Commercial
Items, with the offer. The clause at FAR 52.212-4, Contract Terms and
Conditions, applies to this acquisiton. The clause at FAR 52.212-5,
Contract Terms and Conditions Required To Implement Statutes or
Executive Orders-Commercial Items, applies to this acquisiton with the
following clauses applicable: 52.203-6, 52.219-8, 52.219-14,
52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.232-34.
Offers are due by 4:30 p.m., Washington, DC time, on June 2, 2000 to
Department of Transporation, TASC Acquisiton Services, 400 7th Street,
S.W. Room 5106, Washington, DC 20590, to the attention of Mark Welch.
An original and four (3) copies are required. Late proposals shall not
be accepted in accordance with 52.212-1. When proposals are
hand-carried or sent by courier service, the offeror assumes the full
responsibility for ensuring that the offer is received at the location
by the required time. All offers must be closed and sealed as if for
mailing and fully identified on the sealed envelope. Offerors are
hereby notified that the building located at the address stated above
is a secure building and only uniformed couriers such as Federal
Express, etc., will be allowed access into the building. All other
couriers will be required to leave packages with the receiving dock for
delivery by the departmental mail service. Departmental employees of
TASC, Acquisition Services will not be responsible for picking up
packages delivered to the lobbies or loading dock of the building.
Facsimile proposals are not acceptable. Questions regarding this
procurement can be only be submitted via electronic mail to
mark.welch@tasc.dov and are due not later than close of business on May
22, 2000. All subsequent solicitation documents (e.g., amendments to
the RFP and responses to questions) will be disseminated to offerors
via the same method (i.e., posted at www.eps.gov). ATTENTION: Minority,
Women-owned, and Disadvantaged Business Enterprises (DBEs)! The
Department of Transportation (DOT) Short-Term Lending Program (STLP)
offers working capital financing in the form of lines of credit to
finance accounts receivable for transportation related contracts.
