PRE-SYNOPSIS NOTICE FOR A 2-STEP DESIGN BUILD CONSTRUCTION CONTRACT.
THIS PROJECT IS CONTINGENT UPON THE PASSAGE OF THE FY 2001
APPROPRIATIONS BILL. PHASE I OF THE RFP WILL BE AVAILABLE ON
HTTP://ESOL.NAVFAC.NAVY.MIL JUNE 5, 2000, THE PROPOSAL DUE DATE FOR
PHASE I WILL BE JUNE 23, 2000. This project consists of the design and
construction of two bachelor enlisted quarters, P-730 & P-731,
totaling 31,986 SM at the Recruit Training Command, Great Lakes,
including integrated site development and incidental related work to
provide a complete and useable facility. Each BEQ will provide open bay
housing for 1056 recruits, training auditoriums and a cook/chill food
service and dining facility. Prior to the start of the new
construction, existing buildings 913 and 914 must be abated of
hazardous materials and demolished. Building 914 is a confinement
facility. Before it can be demolished, a new confinement facility must
be completed on base in the DRMO area. Existing portable/re-locatable
confinement facilities must be moved from the confinement facility at
the RTC site and installed with new portable administration spaces to
create a new operational confinement facility. An option for two
additional bachelor enlisted quarters, P-732 & P-733, totaling 31,986
SM at the Recruit Training Command, Great Lakes, including integrated
site development and incidental related work to provide a complete and
useable facility are included in this RFP as outlined in paragraphs 1
and 2 above.. These projects will be located adjacent to and will be
identical to projects P-730 and P-731. The government reserves the
right to award this option within 15 months of the initial contract
award. This solicitation for the acquisition of these facilities is
formatted as a Request for Proposal (RFP) in accordance with the
requirements designated by sections of the FAR 15.203 and P-68 for a
negotiated procurement utilizing the Two-Phase Design/Build selection
procedures of FAR 36.3. This method permits evaluation of proposals
based on price competition, technical merit and other factors; permits
impartial and comprehensive evaluation of offerors' proposals; permits
discussions if necessary; and ensures selection of the source whose
performance provides best value to the Government. The estimated cost
of construction range is $120,000,000.00 to $130,000,000.00 (including
the option for two additional BEQ's). This solicitation is being
issued as Unrestricted, inviting full and open competition. The SIC
code is 1522; size standard is $17.0 million; the FSC code is Y163.
This solicitation will consist of two (2) phases. Phase I is the
pre-qualification phase, evaluation will be made to determine which
offerors proceed to Phase II. Up to five (5) firms will be
pre-qualified to participate in Phase II. The evaluation factors for
Phase I are as follows: Past Performance (Design Team and Construction
Team), Small Business Subcontracting Effort, Technical Qualifications
(Design Team and Construction Team), and Management Approach. PhaseII
will include additional technical factors and price. Prospective
contractors must be registered in the Central Contractor Registration
(CCR) database prior to award of a DOD contract. For more information,
