Solicitation will be issued on CD-ROM only. There is no charge for the CD. Est cost of construction is between $1,000,000.00 and $5,000,000.00. Construction duration is 400 calendar days. Work consists of constructing a modified, Department of the Army, Standard Design Barracks Complex to accommodate 48 persons. The complex will consist of two structures. First, the barracks building, approximately 19,950 SF with an integrated Soldier Community Center. The Center will be located on the first floor. Second a 4,000 SF Company Operations Facility will be immediately adjacent to the barracks building. The sight will be confined. Construction and demolition will need to be done in two phases. The existing barracks facility must be fully functional and operational during construction. The current facility will bedemolished after the tenants have moved into the new facility. Supporting facilities will include all utilities, information systems, parking, signage, kitchen equipment, security systems, site improvements, and telecommunications. Accessibility for the physically handicapped will be provided in the barracks on the first floor. All responsible contractors may submit a proposal which will be considered. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal Contract. SUBCONTRACTING PLAN REQUIREMENTS: The subcontracting plan will be submitted and evaluated with the technical proposal for this procurement. A minimum of 50% of the total planned subcontracting dollars shall be placed with small business concerns. At least 15% of the total planned subcontracting dollars shall be placed with small disadvantaged business concerns to include Historically Black Colleges and Universities/ Minority Institutions, a minimum of 8% with women owned small businesses, and a minimum of 2% with hubzone small businesses.
