Contractor shall provide the necessary personnel, facilities,
equipment, and materials required to replace the exterior metal siding
and windows of portions of Building 409, at the Mt. Weather Emergency
Assistance Center, located at 19844 Blue Ridge Mountain Road,
Bluemont, Virginia 20135. The project will include Base Contract Work,
and an Option (Option 1), which consist of the following: (1) Base
Contract Work: Requires the removal and replacement of the old exterior
siding and ten (10) sliding aluminum windows on the building's west
face. Other selective demolition will be as shown in the RFP. The
Contractor will install new exterior wall insulation, metal siding
panels, ten (10) new PVC-clad wood windows, and new interior finish
work associated with the window installation. (2) Option 1 Work:
Similar to the Base Contract Work, except the building's east face will
be involved. Six (6) windows are to be replaced in the Option 1 Work.
Contractor must possess a Virginia Class A License. Period of
Performance shall be 90 calendar days after Notice to Proceed for Base
Contract Work. Option 1 work shall be completed within the same period
of performance, if exercised within 30 days of contract award. This
will be a firm-fixed price, construction contract. Offerors will be
required to submit a technical and cost proposal in accordance with
criteria stated within the RFP. Estimated construction value is between
$100,000.00 and $250,000.00. Proposals will be evaluated on the basis
of technical and cost using source selection procedures specified in
the solicitation. The Government reserves the right to evaluate
proposals and award without discussions. RFP EMV-2000-RP-0032 will be
issued O/A June 8, 2000 with a due date of 30 calendar days thereafter
for proposals. The dates as stated are estimated, and will be
finalized in the RFP. Pre-Proposal conference and site visit will be
scheduled, with a specific date/time to be provided in the RFP.
Solicitation No. EMV-2000-RP-0032 with specifications and drawings will
be available upon receipt of a written request to the above address,
ATTN: Deborah M. McFarland and $25.00 deposit (non-refundable) for each
set. Checks shall be made payable to the U.S. Treasurer. The SIC is
1542, size standard is $17 Million. After release of the solicitation,
the package, to include specifications and drawings will be available
free of charge at various plan holder rooms for construction projects,
such as the Dodge Reports, Construction Market Data, Inc., F.W. Dodge,
The Builders' Exchange Association of Virginia and Valley Construction
News Harrisonburg. Firms interested in receiving a copy of the RFP
should respond in writing within 15 days from the date of this
publication. Those contractors who already responded to the
presolicitation notice submitted on May 9, 2000, need not resubmit a
