The Government intends to issue a final solicitation after 15 days of this new notice. The following changes are noted: The Gov't intends to restrict this to US and Canadian sources for the purpose of preserving the Industrial Mobilization base. A limited amount of foreign subcontracting and/or subsidiaries may not necessarily eliminate a proposal from consideration for award. A determination will be made on a case by case basis. The Government will not use Oral Presentations. The criteria order of importance has changed to: Technical is more important than Cost/Price and both are more important than Management and Past Performance.
