This procurement is only open to U.S. and Foreign-owned U.S. companies
at the prime contractor level. This CBD announcement constitutes a
Notice of Contract Action (NOCA). The Electronic Warfare Management
Directorate, WR-ALC/LN, announces the Draft Request for Proposal (DRFP)
release for the Incremental AN/ALR-69 RWR Upgrade effort for improved
threat location and identification capability. This upgrade potentially
affects 1,000 systems. Agency Source Selection Procedures will be
utilized to select a single prime contractor to perform system design,
development, integration, fabrication, testing, and interim logistics
support of the Upgraded RWR. The competition will include up to six
options to (potentially) exercise production quantities in excess of
250 per year; however, monthly delivery rates are not expected to
exceed 20 per month. The anticipated DRFP release date is on or about
12 Jun 2000. Direct all inquiries concerning this solicitation to

available on this web page. Security clearances will be required of all
bidders. In order to receive any classified RFP addendums or
attachments, potential prime contractors must provide a classified
mailing address to the contracting officer at the above address not
later than 10 days after the publication of this notice. All potential
offerors should contact the buyer/PCO identified above for additional
information and/or to communicate concerns, if any, concerning this
acquisition. If your concerns are not satisfied by the contacting
officer, an Ombudsman has been appointed to hear serious concerns that
are not resolved through established channels. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, butto communicate serious contractor concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
