Command (NAVAIR), Patuxent River, Maryland requests information from
potential manufacturers of IFF Interrogator control, display and
monitoring equipment. THIS IS NOT A SOLICITATION, BUT A REQUEST FOR
INFORMATION (RFI) FOR PLANNING PURPOSES. This RFI does not represent a
contract, a promise to contract, or a commitment of any kind on the
part of the Government. The Government will not pay for the information
submitted in response to this synopsis. PURPOSE: The purpose of this
RFI is to obtain information from current and prospective IFF
Interrogator control, display and monitoring equipment manufacturers to
assess the capability to replace existing IFF Interrogator control,
display and monitoring equipment (AN/UPA-59 ( ) and
C-10064/65-UPX-24(V)) with Commercial Off The Shelf (COTS) hardware. We
are looking for information on how IFF Interrogator control, display
and monitoring equipment requirements may be met by using currently
existing or planned products and what, if any, modifications are
necessary. We are envisioning a modular solution capable of integrating
with several types of IFF shipboard installations, consisting of a
networked set of units at multiple radar display stations within CIC
spaces aboard ship, to control and monitor IFF Interrogator units and
display MK XII IFF transponder replies. The solution must use open
systems architecture (OSA), have modules and/or circuit card assemblies
(CCA) as the lowest replaceable units (LRUs), and utilize modular
software, if applicable. BACKGROUND: The Combat Information Center
(CIC) Upgrade is the third of three phases upgrading the shipboard Mark
XII Identification Friend or Foe (IFF) system, a cooperative
question-and-answer, friend identification system. The CIC Upgrade will
provide an improved capability user interface device, for use in CIC
and ancillary spaces, to several shipboard interrogator systems based
on the AN/UPX-37 Digital Interrogator (DI). The DI communicates
digitally with control, monitoring and other interfacing equipment via
standard Ethernet network connections and/or existing shipboard
interface wiring. In addition to intrinsic displays and controls, the
CIC Upgrade will display video data on an associated radar display,
Planned Position Indicator (PPI) or Combat Direction System (CDS)
multi-purpose console. The CIC Upgrade will interface with the DI and
other IFF processors, will format and display Mark XII IFF and emergent
IFF formats (Mode S and Mode 5), will possess audible and visible
alarms, and will possess future growth potential in hardware and
software. Current planning anticipates a requirement for approximately
2000 CIC Upgrade units with a potential contract award in FY02 and
Initial Operating Capability (IOC) in FY04. INFORMATION REQUESTED:
Information provided in response to this RFI should, for solutions
based on existing technology or equipment, include the following (as a
minimum): identification of equipment, salient equipment
characteristics/specifications, interface requirements/interfaces
available, display and user-interface characteristics, electrical power
input requirements, mechanical characteristics, current maintenance
approaches used and their effectiveness, reliability information (MTBF,
MTTR, etc.), BIT, BITE and diagnostics characteristics. For currently
deployed equipment, provide a list of current users of the equipment.
Additionally, responses shall include descriptions of current and/or
planned products to address the following, or indicate whether these
features are technically feasible, cost prohibitive, etc., based on a
COTS approach: modular solution with the capability of easily
integrating/interfacing with several types of shipboard IFF
installations, IFF video processing and target data extraction
capabilities, Open Systems Architecture (OSA) designed to easily
facilitate IFF Mode S Level 4 and Mode 5 with future expansion,
suitability to shipboard CIC environment, recommended logistics and
maintenance approaches, software requirements with estimated number of
lines ofcode. Respondents may use any COTS based approach to obtain
these features. However, you must include an assessment on
technological risks and associated cost. Contractor Point of Contact
(POC) information is requested from all respondents. All proprietary
and restricted information shall be clearly marked. Indicate whether
your firm is a small, small disadvantaged, small woman-owned, or large
