Full and open competition applies to this solicitation, however, First Article Testing is required for other than approved sources. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. The proposed contract is 100% set aside for small business concerns. The Small Business size standard is 500 employees. Solicitation contains a 100% option for increased quantities.
