SYNOPSIS/REQUEST FOR PROPOSAL. The Defense Intelligence Agency (DIA)
seeks to procure lithograph, negative-working, rapid access, hard dot,
film and associated chemical supplies. The objective of this
procurement is to minimize cost while satisfying the performance,
environment, safety, and quality requirements described here. The
required film sizes are 30", 26", and 18" daylight handling films with
developer and fix that will be used in a film processor to develop
this film. The film shall have an Estar base of .004 inch or
equivalent. The proposed films and chemicals shall perform uniformly
from roled film sizes from box to box and from imagesetter to
imagesetter. The chemicals shall process several types of films used by
the Agency. The film quality shall have a D-min of .07-3.50 and a D-max
of from 4.8 to 6.5. The dimensional stability that applies to the film
size may change due to humidity, temperature, processing and the
aging. Electronic file sent from the computer to the imagesetter and
output to film will have a 10 step gray scale and Halftone (3-5MB)
file. The file will use a 2540 dpi resolution with 150 line per inch
screen. The halftone will read in the highlight area between 8-10%. At
the midtone area a reading of 50% with the midtone varying between
30-70%. The shadow area range is frm 70-90% in this area. Environment
and safety requirements are that the proposed films must be developed
using an aqueous developer/replenisher and fixer/replenisher supplied
by the manufacture of the same film. The proposed developer and fixer
must be awueous, non-toxic, non-flammable, and biodegradable. The films
and other necessary supplies must be safe in terms of health and
environment. The offerors must supply all MSDA sheets associated with
all film and chemicals supplies. Contractor shall only propose items
that meet the above specifications. The performance period for this
award will be a basic period from date of award through 30 Sep 00 and
4 one-year option periods thereafter. The items and the estimated
quantities for the basic period are as follows: Item No. 1 -- 660MM X

Qty 50 Ea. The estimated quantities for each of the items listed above
for the option periods are as follows and they are the same for each
of the 4 option periods: IItem No. 1 -- Est. Qty 450 Ea.; Item No. 2 --
Est. Qty 50 Ea.; Item No. 3 -- Est. Qty 300 Ea.; Item No. 4 -- Est. Qty
300 Ea.; and Item No. 5 -- Est. Qty 200 Ea. Contractors are requested
to propose a firm fixed price per item for the basic and each of the 4
option periods. It is anticipated that FFP requirements contract will
be awarded for which delivery orders will be placed against. Supplies
will be required to be delivered within 14 days from receipt of a
delivery order. Special delivery orders will be issued on an as needed
basis. The contractor shall be required to deliver special orders
within three (3) days of ordering. This is a commercial supply
procurement and therefore, regulations in accordance with FAR Part 12
are applicable. Award will be based on low price. All representations
and certifications are to be furnished prior to contract award.
