The Naval Air Systems Command intends to issue a cost type contract to McDonnell Douglas Corporation (MDC) for the development, integration and test of an Active Electronically Scanned Array (AESA) radar for the F/A-18 E/F Aircraft Weapon System. The procurement will be for the Engineering and Manufacturing Development (EMD) phase with an option for award of production readiness efforts. The proposed contract requires MDC to provide associated engineering, Integrated Logistics Support (ILS), quality assurance, reliability and maintainability programs, testing, training and technical, administrative and financial data requirements. The production readiness contract option will be for development of production tooling, fleet training, publications, ILS support, long lead procurement and other preparations for production. As the sole designer, developer and manufacturer of the F/A-18 aircraft weapon system, only MDC has the requisite knowledge, experience, and technical data required to successfully complete the engineering, manufacturing development, and integration without causing unacceptable delays in meeting the Navy's operational requirements and without substantial duplication to the Government. Furthermore, only MDC has the F/A-18 peculiar engineering data and expertise, facilities, and test equipment to provide the Government's minimum needs in a timely manner.
