The Naval Air Systems Command Headquarters (NAVAIR) has a requirement and intends to issue a modification under contract N00019-99-D-1353 with Lockheed Martin Control Systems (LMCS), 600 Main Street, Johnson City, NY 13790-1888 to add non-recurring efforts to develop and deliver Software Version 4.1 for the Model S-3B Aircraft Digital Flight Data Computer (DFDC) CP-1074B/ASW-33. The effort includes engineering design, software development and test, support of Navy testing, and delivery of required technical data. This action will be negotiated on a sole source basis with LMCS under the statutory authority of FAR 6.302-1 (only one responsible source and no other services will satisfy agency requirements), as LMCS is the only company which possesses the necessary technical expertise, engineering drawings and data to provide the services in the required time frame.
