a small business sources sought notice to locate qualified sources for
the procurement of Innovative Science and Technology Experimentation
Facility (ISTEF) Technical and Administrative Operations and
Maintenance Site Support. The Space and Naval Warfare Systems Center
anticipates issuing a solicitation for a base year with four one-year
options. This procurement is intended to be a cost plus fixed fee,
indefinite quantity contract; other than the minimum guarantee in the
base year, there is no minimum guarantee on the option years. The
estimated level of effort for the total requirement is 127,500
man-hours. The requirement includes engineering services, as well as
the operation and maintenance of all optical, electronic, and
mechanical systems and subsystems at ISTEF. These tasks may include
optical and mechanical design, development, fabrication, and operation
of new sensors and illuminators in support of imaging and pointing and
tracking applications. Principal contractor activities include
laboratory and field engineering, theory and concept development, and
computer modeling for active and passive imaging systems. Technology
areas include large optics, IR/VIS/UV sensors, lasers, mount control
systems and image processing. It should be noted that any potential
source will be required to have/or obtain personnel and facilities
cleared up to the TOP SECRET Level. Teaming with an educational
institution and/or a large business is highly encouraged. See draft

will be judged by previous or current experience. Any interested SMALL
BUSINESS source who can provide the requirements in accordance with
the cited Statement of Work, is invited to submit a written
qualification statement as it relates to relevant past performance
(previous or current experience) similar to the required services for
the past five (5) years. The package shall include the following: (1)
Name and address of applicant (Corporate/Principal Office); (2) name,
telephone and fax number of point of contact; (3) date firm started;
(4) SIC Code; (5) type of business (i.e.: small business, small
disadvantaged 8(a) certified, Woman-owned small business, small
disadvantaged business (not 8(a) certified); (6) contractor's
capabilities to meet the following as related to the scope: (a) site
operation and maintenance, (b) optical tracking (optical or radar), (c)
Operation of mobile Optical tracking and imaging equipment at a remote
(i.e. non-permanent) site, (d) image processing experience, (e) test
and evaluation experience, (f) laser systems design, operations and
maintenance capabilities, (g) optical design capabilities, and (h)
familiarity and presence at the Cape Canaveral, Kennedy Space Center;
and (7) Address the contractor's ability to meet the requirement for
personnel and facilities to be cleared up to the TOP SECRET Level. All
capability information shall include: Contract number; customer (DOD
agency, other government agency); contracting officer' representative
(COR) name, telephone and fax numbers; contract value and type of
contract; period of performance; and description of product/services.
All of the information sought should be conveyed in no more than 10
pages. Each response must reference the sources sought title. The
applicable Standard Industrial Classification Code for this acquisition
is 8711 and the small business size standard is $20 million. Interested
