This synopsis announces the OMB Circular A-76 Cost Comparison Study of the 746TS test, instrumentation and information system services at Holloman AFB, NM. The intent of this study is to determine the most efficient and cost effective method of providing support services in the operations and maintenance of the guidance test and test track critical assets. This sources sought synopsis requests information needed prior to release of any resultant solicitation. Details follow so please be sure to read this entire synopsis. The Competitive Sourcing and Privatization Contracting Division, Kirtland AFB, NM is seeking potential sources capable of performing 746TS test, instrumentation and information system services at Holloman AFB, NM. The Government is currently performing these services, and a cost comparison study under OMB Circular A-76 will be conducted to determine the most cost-effective mode of operation. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. The 746TS mission is to provide test an evaluation capability for the GPS JPO, Department of Defense (DOD), Non-DOD, and an commercial entities. The 746TS specializes in testing state-of-the-art GPS, Inertial Navigation Systems (INS), embedded GPS/INS (EGI), and integrated systems in laboratory, field, and flight environments. In addition, the 746TS specializes in laboratory and outdoor testing of standalone and integrated GPS based systems in both in clear and hostile electronic warfare (EW) interference (jamming) environments and provides instrumentation and test support to the 846th Test Squadron (846TS) Holloman High Speed Sled Track (HHSTT) for warhead impact, aircraft ejection seat Egress systems, and numerous other high dynamic activities. This study is for the operation and maintenance of critical assets including all key instrumentation and test systems, resources, and facilities at the 746TS main site including, but not limited to, the Navigation Test and Evaluation Laboratory (NavTel); Portable Field Jamming Systems (PJFS) and outdoor jamming assets; precision Time-Space-Positioning-Information (TSPI) truth reference systems (TRS) including the CIGTF High Accuracy Post-Processing Systems (CHAPS) and GPS aided Inertial Navigation Reference (GAINR) system; mobile and stationary Satellite Reference Stations (MRS/SRS); the GPS Bulletin Board System (BBS); Data Processing Work Center (DPWC); environmental/vibration test lab; operations and maintenance at the HHSTT Track Data Center (TDC) and the 46TG computer system network and administration operations. The location is at Holloman AFB, NM. This study also is for information system administration. Network firewalls and passive monitoring servers are included. Key areas: computer systems/networks, multimedia/visual services, communication center services, and information management services. Contractors must posses or obtain prior to award a facility security clearance at the TOP-SECRET classification level. Personnel security clearances will range from TOP-SECRET to National Agency Checks. Parties interested in this requirement who are capable of providing all of the described services are invited to submit a Statement of Capabilities by 3:00p.m. Mountain Time on 9 June 2000 to the following address: 377th LG/LGCM, 2000 Wyoming Blvd SE, Bldg. 20604, Room B-9C, Kirtland AFB, NM 87117-5606 and/or provide a written request to be added to the Bidders Mailing List. Included in the request should be the Contractor's name, mailing address, telephone and facsimile numbers, email address (optional), DUNS number, CAGE code and whether they are a small, small disadvantaged, 8(a), woman-owned, HBCU/MI or Large Business. Responses will assist the Government in determining whether to set-aside/restrict competition in some way or solicit offers from all responsible sources therefore only small business firms need to submit capability statements. Submissions should be limited to 15 pages and should be pertinent and specific in the technical areas under consideration oneach of the following qualifications: (1) Experience: an outline of previous projects which contains a thorough discussion of their technical understanding of the major issues relating to all the major functional areas of test, instrumentation operations and information system services. Also desired, is a summary of similar corporate experiences obtained within the last five years together with contract numbers and applicable government technical points of contact with current telephone numbers; (2) Personnel: Name, professional qualifications and specific experience of test, instrumentation, operations and information system services and any other relevant personnel who would be performing the services listed above. Although contractor location in the immediate vicinity of Holloman AFB is not a requirement, the Capabilities Statement shall describe the offeror's current facilities and their ability to provide timely contract support. Statements of Capability must address how the contractor (and team membersor subcontractors) will perform all of the functions listed above. If subcontracting is contemplated, the Capabilities Statement shall contain sufficient information concerning the planned subcontracting arrangement to assure the Government that the limitations of FAR 52.219-14 can be met. In accordance with FAR 19.508(e) and FAR 52.219-14, small business firms must perform a minimum of 50% of the described services as the prime. They should be pertinent and specific as to the technical areas the firm can perform as the prime, and in addition, describe the subcontract management plan for the remaining 50% to include the identification and experience of known team members/subcontractors and their technical areas of expertise. The applicable SIC code for this requirement is 8734 with the corresponding small business size standard of $5.0M. Market research is being conducted to determine the existence of sources capable of performing as the prime contractor for the 746 Test Group under OMB Circular A-76, Performance of Commercial Activities. The government plans to award one contract for all of the services described in this announcement. Any resultant contract will have a performance period consisting of a base year with four option years. Proposal evaluation will be in accordance with OMB Circular A-76 and Section M of the Request for Proposal (RFP). RFP issuance is projected for later this fall, and will require a complete technical, management, quality control and cost proposal with associated documentation.
