dhadrick@psc.gov. The Program Support Center on behalf of the Substance
Abuse and Mental Health Services Administration (SAMSHA) intends to
award a simplified acquisition on a sole source basis to WJLA
TV-Channel 7. The basis for this requirement is to 1. Collect
information about public perceptions on children's mental health and
its relationship to school violence. Contractor shall conduct various
activities, including a call-out technique to determine these
perceptions around school violence and prevention of these acts. 2.
Utilizing the information gathered above, the Contractor shall review
the data and craft unique messages suitable for airing on television.
They will pre-test the material with the target audiences, revise and
provide CMHS with a series of effective strategies to meet the target
audience. 3. Finalize the message, develop the framework for putting
four on-air products. The Contractor shall develop story line and other
aspects needed to produce the final product and then air those products
in the local market. CMHS will review final products for accuracy and
input The proposed simplified acquisition is for services for which the
government intends to solicit and negotiate with only one source under
authority of FAR 6.302-1. Interested persons may identify their
interest and capability to respond to this requirement or submit
proposals. No solicitation will be issued. It is anticipated that award
