COMMERCE BUSINESS DAILY ISSUE OF MAY 18,2000 PSA#2603IT SUPPORT SCIENTIFIC SERVICES FOR NCEP OF THE NWS 50-DDNW-5-00047 --
The U.S. Department of Commerce/NOAA intends to negotiate on a
noncompetitive basis with General Sciences Corporation, 4700 Powder
Mill Road, Suite 400, Beltsville, MD 20705 to increase the ceiling
amount and extend the period of performance of Contract 50-DDNW-5-00047
an additional six months. The Contract, which is in its final option
year, expires on June 30, 2000. The Government is required to increase
the contract ceiling and extend the period of performance while a
competitive follow-on contract is being negotiated. This contract
provides IT support scientist services to the National Weather Service,
National Center for Environmental Prediction for programming support to
research scientists and visiting scientists in the development of new
algorithms, model parameterizations, and analysis techniques to improve
numerical weather and climate forecast products. Continuity of these
support services is essential and program delays must be avoided.
Specifically, support services are currently being performed in the
following task areas: Mesoscale Modeling Support, Global Modeling
Support, Ocean Modeling Support, Climate Modeling Support, Systems
Development Support, Model Test Facility Support, Operational Ensemble
and Day 3-7 Forecast Support, and Program Management and Library
Services. Vendors who believe they can satisfy the Government's
requirements are invited to submit an affirmative response. To be
considered an affirmative response, vendors must submit written data
and documentation which demonstrates a knowledge of and close
familiarity with each of the of the aforementioned tasks. Any
prospective offeror must demonstrate cognizance of the current status
and details of these tasks such that assumption of duties could be
immediately achieved without transition delays while maintaining
continuity of service support. Any prospective offeror must also
demonstrate a cost and technical benefit to the Government in view of
the short period of performance and recompetition in process. All
responsible sources must submit a written narrative statement of
capability including detailed technical information and other technical
literature sufficient to permit agency analysis in order to determine
a bona fide capability to meet the requirements. See Notes 22 and 26.
