The National Science Foundation (NSF) has a requirement for intermittent animation services for its Office of Legislative and Public Affairs (OLPA). This procurement is a 100% small business set-aside (see Note 1). The applicable SIC code is 7812 -- Motion Picture and Video Tape Production (size standard $21.5M). NSF anticipates the announcement of several major discoveries from various NSF directorates. OLPA plans to produce and distribute to TV stations b-roll packages which illustrate and explain the kinds of cutting edge research made possible by NSF funding. Each b-roll package will include, where appropriate, animation to help illustrate and explain these research projects to the public. OLPA will choose the topics covered. Besides these, other types of animation may be required. NSF may issue more than one Blanket Purchase Agreement (BPA) for these services. Services will be ordered as needed by placing calls against the BPA's. The number of calls cannot be determined at this time. The majority of the calls are expected to be less than $25,000; however, one or more may be between $25,000 and $100,000. The term of the BPA's will extend through September 30, 2001. Orders for animation services will be competed among the BPA's issued under this solicitation. No further synopses will be published for any requirement covered by the BPA's.
