This project consists of roadway reconditioning, box culverts, aggregate base, and asphaltic surfacing of 10.314, 12.514, or 14.014 kilometers of roadway for Northshore Drive, Lake Mead National Recreational Area, Clark County, Nevada. Major work items consist of slope-reference-clearing and grubbing; grade finishing stakes; survey and staking; watering for dust control; subexcavation; embankment construction; 1,625 cubic meters riprap; 26,450 metric tons aggregate base; 31,500 metric tons hot asphalt; 4,650 metric tons open graded asphalt friction course; 225 metric tons prime coat; 2,000 metric tons blotter; 380 cubic meters structural concrete; 44,500 kg reinforced steel; 3,950 meters portland cement. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
