Space and Naval Warfare Systems Center, Charleston, SC intends to
award a sole source, firm fixed price contract, utilizing Commercial
Acquisition Procedures to Litton Data Systems, San Diego, CA. This
contract is to provide Programmable Integrated Communications Terminals
(PICT's) for Integrated Voice Network (IVN). These systems must be
compatible with the IVN system interfaces. This system will provide
interior communications (IC) for ships telephone systems, damage
control, security, command control, administrative operations, flight
deck, well deck, hangar deck and vehicle deck. PICTS interface video
terminal unit and telephone, trunk, radio, sound-powered, and
announcing-system interfaces, and optional air traffic control
positions, as well as with secure switches. Wide-bandwidth data/video
terminals interface switch via T.1, DS-3 external and ramper mode
(network). These systems provide single-action access to programmable
telephones and intercom directory numbers. PICT can operate as two
independent virtual stations with different directory numbers and can
access multiple secure radios via that process. PICT switches from
"secure" to "clear" at the touch of a button. PICT can be "dual homed."
If a failure occurs in a PICT channel of one switch, that PICT operates
without interruption through the other switch. Delivery will be
required to various naval installations. Litton Data systems is the
only known source that can provide compatible Programmable Integrated
Communication terminals (PICT's) for Integrated Voice Network (IVN).
Litton Data Systems is the manufacturer of the material and has all
proprietary data. SPAWAR, Charleston anticipates awarding a commercial,
fixed priced, Indefinite Delivery, Indefinite Quantity Type contract
with a base year and four one-year options. This requirement is
considered to be sole source to Litton Data Systems. No solicitation
will be made available as a result of this announcement. Parties
