to remove the requirement for sole source and to allow for competitive
procurement. The Naval Undersea Warfare Center Division Newport,
Newport, Rhode Island intends to procure in accordance with Federal
Acquisition Regulations Part 12 -- Acquisition of Commercial Items and
Defense Acquisition Regulations Part 212 -- Acquisition of Commercial
Items, the following: CLIN 0001 Removal of Existing Ling Dynamics
System Power Amplifier Model MPA192 and removal from premises CLIN 0002
Delivery and Installation of Quantity One (1) Power Amplifier in
accordance with specifications set forth below and one-year warranty on
parts and labor CLIN 0003 Startup and Checkout on Site Evaluation will
be in accordance with FAR 52.212-2 Evaluation -- Commercial Items.
(Jan 1999) (a) The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. The following factors shall be used to
evaluate offers: (1) technical capability of the item offered to meet
the Government requirement; (2) price; (3) past performance Technical
and past performance, when combined, are significantly more important
than price. (b) A written notice of award or acceptance of an offer,
mailed or otherwise furnished to the successful offeror within the time
for acceptance specified in the offer, shall result in a binding
contract without further action by either party. Before the offer's
specified expiration time, the Government may accept an offer (or part
of an offer), whether or not there are negotiations after its receipt,
unless a written notice of withdrawal is received before award. A
completed copy of FAR 52.212-3 Offeror Representations and
Certifications -- Commercial Items must be submitted with quote.
Descriptive Literature will be required. Offerors shall submit support
for technical capability and past performance. Defense Priorities and
Allocations System (DPAS) rating of DO-C9 applies. Additional
information and complete Power Amplifier Performance Specifications
shall be provided in the solicitation. The Power Amplifier shall
operate a Ling Dynamics System (LDS) Vibration Machine, Model V984LS
The Government presently has the following Ling Dynamic System Inc.
equipment installed at the site where the Power Amplifier required by
this solicitation will be placed: Upper Field Coil, V984LS, Lower Field
Coil, V984LS, Upper Field Coil Pipes, V984LS Lower Field Coil Pipes,
V984LS 705400-R Armature Assembly. At the present time, this equipment
is under Warranty (valued at $40,000) through 28 February 2001. A
written Guarantee must be provided that the newly installed equipment
will be compatible with the equipment listed above, will not cause
damage to the existing equipment, and will be functionally equivalent
to the Ling Dynamics System Power Amplifier (Model DPA100/140K).
Failure to provide this written guarantee may be grounds for rejection
of offer. When the installation and check out of the new system is
complete, the equipment shall be fully compatible with and shall work
with the equipment that is presently installed. Any costs for
adjustments required to enable the new power amplifier to work with the
existing Ling Dynamic Systems, Inc. Vibration Test System Model
V984LSDS are the responsibility of and shall be borne by the
contractor. Required delivery is 20 to 24 weeks after award, F.O.B.
Destination Naval Station Newport, Newport, RI. A one-year warranty on
both labor and parts shall be required. Standard Industrial Code (SIC)
is 3679, 500 employees. This is 100% restricted to small business. Our
