66 -- AUTOCLAVE SOL NCI-RFQ-00123-NR DUE 060500 POC Marsha Gorham, Purchasing Agent & Gail Zois, Contracting Officer (301)402-4509 The National Cancer Institute, Animal Sciences Branch requires a autoclave for sterilization of laboratory equipment and supplies, bedding and feed. This announcement constitutes a combined synopsis/solicitation for Commercial Items in accordance with FAR Part 12.6. A separate written solicitation will not be issued. The solicitation includes all applicable provisions and clauses in effect through FAR FAC 97-17. The Standard Industrial Classification Code is 3826 and the business size standard is 500. However it is not set-aside for small business. The Laboratory of Animal Resources has renovated recently and a small autoclave was brought in and installed. After a year in operation, it is evident that the small autoclave that does not have the capacity to handle the additional equipment needing autoclaved. The Laboratory requires installation and a computer controlled, large capacity autoclave to provide sterilization with the following salient characteristics: (1) The size of the autoclave shall not exceed an internal chamber dimension of 49"W x 61"H, and not greater than 87" in length; (2) The autoclave shall meet the industry, association and government codes and standards, as applicable to design, fabrication, assembly and testing of the autoclave; (3) autocave shall have sliding double doors; (4) autoclave shall be pit mounted; (5) shall have internal chamber rub rails; (6) self cleaning drain; (7) autoclave jacket and inner chamber shall be fabricated using type 316L Stainless Steel; (8) autoclave chamber shall be designed to withstand operation from full vacuum to 45 psig (3.1 bar); (9) shall be equipped with fully programmed microprocessor control unit with a fast and slow exhaust; (10) provide an operator selectable automatic leak test cycle and air detector test cycle; (11) sterilizing chamber shall be equipped with steam inlets; (12) sterilizing jacket shall be covered minimum 2" thick insulation rated at R-11 or greater, and installation to be covered and protected with Al plate; (13) door surface exposed to the chamber shall be constructed of welder 316L stainless steel ; (14) internal door finish shall be No. 4 (150 grit); (15) exterior of door shall be insulated and covered with type 304 stainless steel; (16) provide push buttons for door operations ; (17) door shall have adequate seal to avoid leakage; (18) autoclave should have an automatic data recording printer and shall be a 24-column, alphanumeric, ink-on-paper, impact printer, using 2 " wide, single ply paper with a automatic paper take-up mechanism. The autoclave shall be delivered F.O.B. destination and installed in the Laboratory of Animal Resources facility. In addition, the equipment and set-up shall include a minimum manufacturer's warranty of one-year, including parts and labor. Offerors must provide descriptive literature, warranties, and other materials in sufficient detail to demonstrate that their offer meets the above requirement/specifications. The requirement will be awarded to the responsible offeror with the lowest-priced offer that fully meets the requirement of this solicitation.
