This constiutes the only solicitation; quotes are being requested and written solicitation will not be issued. This solicitation is being issued as a Request For Quotation number RFQ688-062-0152. The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Cirular 97-15. This is a 100% set aside for small business concerns(see numbered note No#1). The SIC code for this solicitation is 0782. The small business size standard is $5.0 million dollars. Group I. Planting Services Contractor shall provide all material, supervision, equipment and supplies to plant courtyard and entrance corners of the Medical Center's Atrium, to include the following Scope of Work (see below for Specify plants & trees). Landscaping Maintenance for one year period from date of acceptance (June 1, 2000 thur May 31, 2001 approx.) 12 Month @_______=$___________ Total Group II $__________________ Group III. Option I Landscaping Maintenance for 2nd year as established by acceptance. (June 1, 2000 thur May 31, 2001 approx.) 12 Months @_________=$________ Total Group III $_________________ Scope of Work Contract shall perform all operations necessary to properly execute all work in accordance with these specifications for the stated contract period. Work shall include all exterior ornamental shrubs and plants for the property as defined by the boundaries of the site. Standards Trained personnel using current, horticultural practices shall perform all landscaping maintenance services. A certified horticulturist will be on staff for the duration of the contract to provide quality control for all horticultural services. All work shall be perform in a manner that maintains the original intend of the landscape design. All chemical application shall beperformed in accordance with the current county, state, and federal laws, utilizing EPA registered materials and method of application. These applications shall be performed under the supervision of a Licensed Certified applicator. Plant Replacement Guarantee Exterior ornamental plant materials will be guaranteed to the extent that the material will not die, or become unusable in the landscape due to negligence on the part of the contractor or its employees. Plant material cannot be guaranteed against failure from environmental factors such as prolonged changes in ambient moisture levels (drought or floor), temperature extremes, or landscape/structural changes that alter previously existing light levels for established plantings. Plant material affected by construction such as irrigation, trenching or malfunctioning irrigation system shall not be guaranteed as well. All plant replacements shall be made with the same species; size and quality as those existing at the commencement of this exterior project, or with other species of comparable value that have been approved by the Medical Center. Plant replacements are subject to seasonal availability. Workmanship During landscape maintenance operations all areas shall be kept neat and clean. Precautions shall be taken to avoid damage to existing structures. Upon completion of maintenance operations, the contractor shall remove all debris and waste material from the site. Products Pesticides, fertilizers, or other chemicals and organic substance used in this landscape maintenance project shall be in accordance with accepted industry practices as defined by the American Landscape Contractors Association (ALCA), the US Environmental Protection Agency, and all state and local government rules and regulations. Trees, Shrubs, and Ground Cover All ornamental trees, shrubs and ground cover shall be pruned when appropriate to remove dead, or damaged branches and create the effect intended by the original design. Shade trees and ornamental evergreens above 15' in height shallnot be included in this contract. Spring Cleanup Plant beds shall receive a weekly general clean up during the months of March, April, and May. A. Removing debris and trash from planting beds, lawns, or other areas covered by this agreement. B. Cutting back herbaceous perennials left standing through winter. Fertilization For trees, the rate of fertilization will depend upon species, tree vigor planting conditions, and growth stage of the tree. Mature specimens benefit from fertilization every 3 to 4 years: younger trees shall be fertilized more often during rapid growth stages. Shrubs and groundcover shall be top dressed with organic compost to a depth of one inch, or fertilized once in March. Ericaceous material shall be fertilized with aericacious fertilizer at the manufacture's recommended rate. Additional feeding for permanent materials shall be done on as needed basis. Mulching All beds will be prepared and mulched during the months of March, April, May, and June to a depth of 1" 2" with shredded hardwood mulch or an approved equal. Bed preparation shall include weed removal, edging and cultivating decayed mulch into the soil. Debris from edging is to be removed from the beds where applicable. If necessary, a pre-emergent herbicide may be applied to the soil to inhibit weed growth. Weeding All beds shall be weeded on a weekly basis during the months of June, July, and August to maintain a neat appearance at all times. Pre-emergent and post-emergent herbicides shall be use when and where applicable. Insect & Disease Control: Trees, Shrubs & Ground Cover The contractor shall monitor the landscape site once a week during the months of May, June, July, and August for potentially damaging insect activity, plant pathogenic diseases, or other similar problems in the landscape. Early detection and treatment of pest problems shall be the responsibility of the contractor. Where practical, accepted integrated pest management (IPM) practices shall be used. Identified pathogenic disease problems, which pruning can control, or other physical removal of the affected plant structure will be performed as part of the contract. Leaf Removal / Trash Removal All fallen leaves shall be removed from the site each week in October, November and, twice in December. Contractor shall remove trash from shrubs and ground cover beds with each visit. Winter Cleanup The project shall receive a general clean up weekly during the months of January, February, and March. Clean up shall include the removal of trash and debris from the beds, turning mulch where necessary, and site inspection for physical damage. Acceptance time will be 15 days from bid opening date.
