99 -- INDEFINATE DELIVERY/QUANTITY (IDIQ) SUBCONTRACT SOLICITATION FOR DOE STANDARD CHEMICAL PROTECTION EQUIPMENT UNDER DOE PRIME CONTRACT NO. WSI has been directed to provide chemical protective equipment to approximately 2,500 protective force personnel and Special Agents. The ensemble constitutes the minimum standards for chemical protective equipment, and shall provide full protection for personnel against chemical agents and toxic industrial chemical agents (nerve, blood, blister, and choking): Masks -- Full-face, flexible-plate mask with hood and drinking tube; a clear-vision, low profile, bi-ocular mask with hood and drinking tube; or adaptable for night vision devices (NVDs). Masks must be rated for nuclear/biological/chemical protection, and must have NATO threading for canisters or connecting hoses. Breathing Filter Systems -- Each mask will have either filters or powered air purifying respirator (PAPR) breathing assist units. In some cases, it may be determined that self contained breathing apparatus (SCBA) is required. These breathing systems will have NATO threading to allow exchange and adaptability. Mask Carrier Case—Each mask will have an individual carrier case. C/B Protective Apparel -- Protective clothing/suits will be either a one-or two-piece jumpsuit. The outer shell of the suit will be available in camouflage patterns indigenous to assigned areas. In addition, gloves and boots will complete the ensemble. Decontamination -- An individual decontamination kit will be issued to all personnel. Ancillary -- other equipment as necessary include gloves, socks, hood....Equipment on the GSA approved list is required where applicable. Successful Bidders will each receive an IDIQ Task Order Subcontract with a not-to-exceed ceiling amount of $500,001. An IDIQ Subcontract could be awarded to several vendors, and WSI makes no commitment either actual or implied as to the total amount awarded to each subcontractor. Each Task Order will be individually competed to all qualifed IDIQ Subcontractors with awards based on prior performance data as well as price and schedule quoted for the Task. It is possible that every subcontractor may not have the expertise to bid on each Task; however, WSI believes the subcontractor pool will be versatile enough to afford adequate competition on all Tasks as well as adequate opportunity for each subcontractor to be awarded multiple Tasks. Task orders may be awarded by October 1, 2000.
