Single Board Computer Upgrade. The U.S. Army Aviation and Missile
Command proposes to acquire, on an other than full and open competitive
basis, services to qualify the SP103A Single Board Computer (SBC) for
use in the RFI Line Replaceable Unit as a replacement for the SP103
SBC. The Government plans to use a Time and Materials modification to
Contract DAAJ09-97-C-0124. This is a sole source requirement to
Lockheed Martin Federal Systems, 1801 State Route 17C, Owego, NY. Only
Lockheed Martin has the technical expertise and experience necessary
to provide this service. Under the Authority and Justification for
Other Than Full and Open Competition of 10 USC 2304(c)(1), Only one
source or a limited number of responsible sources are able to satisfy
Agency requirements. No solicitation will be issued. Interested parties
should identify themselves in writing to the Contracting Officer. All
responsible sources may submit a proposal, which shall be considered by
