Cancer Institute intends on procuring services from the Cancer
Registry of Norway, Montebello N-0310, Oslo, Norway, to provide
necessary resources and data required in an NCI study of environmental
chemicals and cancer. NCI is conducting a study to evaluate the risk
of cancer from exposure to organohalide chemicals. These chemicals
accumulate in the adipose tissue and persist for many years. Data from
the JANUS Serum Bank shall be used in this study to address the issue.
The JANUS Serum Bank in Norway is composed of serum samples on over
250,000 Norwegians, which were collected in the early 1970s. The
project will use data from this source to evaluate the potential
relationship between levels of these chemicals in blood collected 25
years ago and the development of non-Hodgkin's lymphoma, leukemia,
multiple myeloma, melanoma, and cancers of the brain, prostate, testes,
ovary and endometrium. The Cancer Registry of Norway can perform the
services required for this study for the following reasons: 1) this
Registry has a significant number of serum samples (more than 200,000
are required) collected from a homogenous population over several years
(greater than 20 years); 2) it can determine who among these serum bank
subjects have developed cancer; and 3) it can provide additional
demographic information each subject in the JANUS system. The serum
samples, combined with the significant sample size, regular medical
follow-up and demographic data, provide a great opportunity for study
the noted relationships. The JANUS Serum Bank is proprietary to the
Cancer Registry of Norway. The Cancer Registry of Norway is the only
source known by the NCI researcher that has the necessary samples,
follow-up, and other features noted herein to meet the study
parameters. This is not a request for quotations. However, if any
interested party believes it can meet these requirements, it may submit
a capability statement to the contracting office by June 2, 2000 at
1:00 PM EDT (local Washington, D.C. time). Information furnished must
be in writing and must contain material in sufficient detail to allow
NCI to determine if the party can perform the requirement. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
