This synopsis is issued for the sole purpose of the 56th Contracting Squadron to conduct Market Research in accordance with FAR Part 10. This effort is to seek qualified sources capable of providing software development for an electronic surface attack planning (SAT) web site. Statement of Need follows giving a brief description of the services sought. The SIC code is 7371 with a $18M size standard. We are particularly interested in maximizing participation from small businesses. We request respondents capable of performing this effort to furnish a capability statement of no more than 10 pages no later than 5 Jun 00. STATEMENT OF NEED GENERAL SCOPE: To update and maintain a web-based multi-media product that links a number of source documents provided by the 56 Operations Squadron Weapons and Tactics Flight (56OSS/OST). This system will provide F-16 instructor and student pilots with a single source for Surface Attack Tactics and Close Air Support Planning materials. It will be the responsibility of the contractor to periodically convert the information from numerous sources as directed by the 56 OSS/OST flight commander. The web-page product will be user friendly and web-based providing a tutorial and possessing links to major source documents. The site will be unclassified and accessible from all fighter squadrons within the 56th Operations Group Intranet. The system will be menu driven which will allow for both menu and source documents to be displayed concurrently. The product will be nine or more source documents in a format capable of operating within the overall objective. Documents will contain bookmarks accessible by the web browser. Note Well: It is the responsibility of all potential offerors to monitor these sites for release of any future synopses or solicitations. This RFI is not a commercial solicitation per FAR Part 12. The Government will NOT pay for any costs associated with providing this information.
