Kegler, Purchasing Agent, Services Section 2, (770) 488-2639 The Centers for Disease Control and Prevention (CDC) intends to negotiate with, and award a contract to Lippincott Williams and Wilkins Healthcare. The award will be made on a sole source basis for professional services. The contractor will be required to manage a process of peer review of manuscripts that were solicited by the guest editor from participants in the CDC meeting on structural factors in HIV prevention held in February 1999. The contractor will be required to layout and publish a special issue of AIDS, mail the publication to AIDS subscribers and provide CDC with additional copies (offprints). This requirement falls under SIC code 8733. Other that full and open competition is authorized pursuant to 41 U.S.C. 253(c)(1),FAR 6.302-1. The minimum qualifications of vendor include, but are not limited to the following: The contractor will require expertise in the review and publication of scientific articles related to HIV and AIDS, including topics related to social aspects of HIV/AIDS, targeting an international audience. The work will require experience in publishing a scientific/professional journal, and relationships with international experts in HIV and AIDS who can serve as peer reviewers of manuscripts. Qualified contractors have 15 days from date of this synopsis to submit a capability statement delineating their ability to provide these services. Such qualifications will be used solely for the purpose of determinating whether or not to conduct this procurement on a full and open competition basis.
