identifying obsolete parts, and obtaining replacement with new form fit
and function parts for the F-15 Tactical Electronic Warfare (TEWS)
Intermediate Support System (TISS) will be obtained by sole source
contract to Honeywell Inc via a three-year indefinite delivery,
indefinite quantity contract. The contract will have a single two-year
option period for a possible total five-year contract. Investigation
of replacement parts requires the contractor to identify the obsolete
components and those that are problem components. The contractor is
required to identify the Circuit Card Assembly (CCA) in which the
obsolete or problem component is part of and to what Tester Replaceable
Unit (TRU) it belongs. The replacement parts lack drawings and specs,
and to reverse engineer all these parts would be time consuming. The
government requires a specific time constraint to perform these
efforts. Investigation of the replacement parts requires the contractor
to possess the knowledge and ability to integrate the parts into the
test system. Honeywell, as the prime for the system hardware
integration is the only source that has the expertise, hardware and
tech data required to resolve these problems and ensure that the system
hardware and software are not adversely impacted. A determination has
been made, therefore, that Honeywell Inc. is the only source that has
the necessary tooling, test equipment, facility, expertise, and no
other services can satisfy the current need. All potential offerors
should contact the buyer/PCO identified in this notice for additional
information and/or to communicate concerns, if any, concerning this
acquisition. If your concerns are not satisfied by the contracting
officer, an Ombudsman has been appointed to hear concerns from offerors
or potential offerors during the proposal development phase of an
acquisition. The Ombudsman does not diminish the authority of the
program director or Contracting Officer, but communicates Contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentially as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
