Foteni T. Tiffany, Contracting Officer, 301-402-3079 The National
Institutes of Health (NIH), Office of Research Services (ORS), is
conducting a market survey to determine the availability and potential
technical capability of 8(a) businesses and small businesses to
provide security guard services. The security services will be required
for approximately 20 NIH on- and off-campus facilities. These services
will cover an estimated 43 posts, both fixed and roving, within the
NIH facilities. The intended procurement will be classified under SIC
Code 7381 with a size standard of $9,000,000. The NIH intends to enter
into a contract to provide necessary security services to protect
government employees, property and resources in support of the mission
of the NIH as the premier bio-medical research facility of the U. S.
Government. The contractor shall provide, operate and maintain an
(unarmed) uniformed protection force to perform all necessary guard
functions as well as other related duties including monitoring of
parking lots/garages and building utilities. The estimated number of
employees required to provide such services is approximately 150.
Typical duties required in providing the security services include: 1)
Entrance/Access control and fixed posts. Operate and enforce a system
of personal identification. Operate and monitor entrance control
safety/security systems to include, but not limited to; magnetometers,
X-ray machines, parking gates, fire/intrusion alarm systems and CCTV
systems. Maintain law and order in and around the buildings. Discover
and detain persons or vehicles attempting to gain unauthorized access
to the properties or attempting to remove property. Check ID's of
personnel entering facilities and property passes for
government/personal property moving in and out of the facilities.
Maintain a sign-in/sign-out register for visitors and NIH personnel
near building entrances. Verify legitimate visitors and issue building
visitor passes. Perform package inspections, if directed. Handle and
safely store lost and found articles and ensure their return to either
owner or NIH Police for final disposition. Receive, safely keep, and
turn over to appropriate personnel official mail, messages and/or
telegrams; furnish directory assistance, and receive/place official
telephone calls. 2) Roving Patrol. Make patrols of designated areas. Be
familiar with all areas of the buildings and surrounding grounds to
ensure quick response/action to emergency calls. Discover and detain
persons or vehicles attempting to gain unauthorized access through
independent aggressive patrol or via operation of security systems.
Unlock areas needing access by housekeeping or other designated
personnel, when authorized. Immediately correct, secure, or arrange to
correct security problems or violations and initiate reports. Monitor
outside and garage parking facilities. Report and respond to hazardous
conditions and items in need of repair. Determine and distinguish
situations requiring immediate attention and report these to designated
officials. Notify the appropriate office or activity (i.e. fire and/or
police) in the event of emergency or unusual occurrence adversely
affecting the interest of the Government. Direct/assist/guide
pedestrian traffic in conjunction with building evacuations and fire
drills. Provide after-hours escort for building occupants. 3)
Miscellaneous duties. Observe building occupants and visitors for
compliance with posted building rules/regulations. Take corrective
action for noted violations. Initiate or assist in preliminary
investigations and reporting. Respond to and assist with first aid/CPR
incidents or emergency situations. Although this will be a follow-on
contract, the requirements for adding or deleting services may
fluctuate depending upon variations in the assessed security needs of
the government and/or for specific facilities. In addition, the
contractor must carefully consider the following special cost
assumptions: (1) Uniforms and equipment; (2) Radios and maintenance;
(3) Health and medical testing; (4) Vehicles -- the contractor must
provide for and maintain an available fleet of estimated 7 new 4 x 4
vehicles fully equipped with mobile radios and first aid equipment for
use by supervisory personnel in checking posts and for patrols; and,
(5) Full-time, on-site project manager to supervise contract operations
with a minimum of five (5) years of successful protection/law
enforcement experience in an administrative position, or comparable
work at a level equivalent to that of this position. The government
will provide for office and storage space, phones/phone lines and other
associated office requirements for the contractor's on-site staff and
functions. General Information: 1. Performance based contract. 2.
Contract term for five years, one year basic period and four one-year
options. The NIH is currently obtaining these services from an 8(a)
contractor as a result of an 8(a) competition. In light of this project
summary, interested 8(a) businesses and small businesses are invited to
submit tailored capability statements addressing organizations and
staff experience and expertise in providing security guard services.
