The Department of Commerce has a requirement for armed security guards for it Herbert C. Hoover Building (HCHB) in Washington, DC. The HCHB, which includes the White House Visitors Center and the National Aquarium, is located between 14th and 15th Streets and between Constitution and Pennsylvania Avenues in Washington, D.C. HCHB is situated on nearly eight acres (three city blocks) and is the Department of Commerce's primary headquarters. The building is approximately 1,800,000 square feet with seven miles of corridors and hallway housing approximately 4,000 on-site employees. The White House Visitors Center (WHVC) is located on the first floor of the HCHB facing Pennsylvania Avenue, between 14th and 15th Streets. The National Aquarium (NA) is located in the basement of the building with the entrance on 14th Street. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform armed guard services. The contractor will be requiredto provide armed guard personnel to continuously man 19 static posts, two roving, one supervisor, one security aide and one Program Manager during regular business hours on the contract site Monday through Friday, excluding weekends and holidays. Further, The contractor will be required to provide armed guard personnel to continuously man three static posts, one roving, and one Supervisor on the contract site during weekends and holidays. Estimated issue date for the solicitation is June 2, 2000. A pre-proposal conference is tentatively scheduled for June 15, 2000 at the HCHB in Washington, DC. Please refer to the solicitation for the exact time and date of the pre-proposal conference. The request is for one base period (11 months) with four (4) one-year options. Anticipated start date is November 1, 2000. The Standard Industrial Classification (SIC) is 7381. This procurement is a 100% Set-Aside for Small Business. A firm is a small business for the purpose of this requirement whose average annual receipts for the preceding three years do not exceed $9.0 million.
