contemplates a firm fixed price indefinite delivery = indefinite=20
quantity type contract for a base period of one year, with two one-year
= options. The base year period of performance is approximately 20 JUN
= 00=20 through 19 JUN 01. This is a combined synopsis/solicitation
for = commercial=20 items prepared in accordance with the format in
Subpart 12.6, as = supplemented=20 with additional information included
in this notice. This announcement = constitutes the only solicitation;
proposals are being requested and a = written=20 solicitation will not

conducted in = accordance=20 with the Statement of Work for a Quantity
Not To Exceed 200 Sets per = year. =20 OPTION I, LOT II: (CLIN 0003
and CLIN 0004): CLIN 0003 is for = Culinary=20 Instruction Aboard Navy
Ships while at Sea in accordance with the = Statement of=20 Work for
an estimated 6 month period per Ship for a Quantity of Two (2) =
ships=20 per year. CLIN 0004 is for Sets of Books to support the
courses = conducted in=20 accordance with the Statement of Work for a
Quantity Not To Exceed 200 = Sets per=20 year. OPTION II, LOT III (CLIN
0005 and CLIN 0006): CLIN 0005 is for = Culinary=20 Instruction Aboard
Navy Ships while at Sea in accordance with the = Statement of=20 Work
for an estimated 6 month period per Ship for a Quantity of Two (2) =
ships=20 per year. CLIN 0006 is for Sets of Books to support the
courses = conducted in=20 accordance with the Statement of Work for a
Quantity Not To Exceed 200 = Sets per=20 year. STATEMENT OF WORK: The
following services shall be provided for = a=20 period of 6 months to
Mess Specialists aboard Navy Ships while at sea. = 1. =20 Certificate
and Competency based instruction in Professional Cooking = with=20
emphasis on high volume production in accordance with the
Educational=20 Foundation of the National Restaurant Association
standards. 2. = Certificate based instruction in Applied Food Service
Sanitation. 3. Certificate = based=20 instruction in Nutrition. 4.
Certificate based instruction in = Supervisory=20 Development with
emphasis on management of newly skilled labor. 5. = Conduct=20
graduation exercises for students who qualify to graduate from the =
instruction=20 program. 6. Provide competency transcript which
summarizes the hours = of=20 instruction and completed competencies for
each student enrolled in the = program=20 for follow-on credit to
complete degrees or certifications. 7. = Instructor=20 must be flexible
to the varied schedules but will not be obligated to = work=20 periods
of more than 8 hours per day. Upon completion of courses 2 = through
4=20 above, the student shall meet the minimum educational requirement
for=20 application for certification by the American Culinary
Federation. The = Government agrees to provide the following in support
of the above = mentioned=20 services: 1. Berthing and meals for the
resident Chef Instructor and=20 assistant instructors aboard the ship.
2. All supplies, i.e. food = supplies,=20 ice, etc., for competency
training. 3. Office for the resident Chef=20 Instructor aboard the
ship. 4. Classroom space aboard the ship. = NOTE: =20 General Quarters
(GQ) and other related reuired drills may interfere or = affect=20
scheduled training. Adjustments will be made as required to reschedule
= or=20 reconvene the affected training period. The period of
performance is = for one=20 year, with 2 one-year options. The place of
performance will be on the = Navy=20 Ships during deployment, leaving
from Norfolk, VA. The provision at = 52.212-1,=20 Instructions to
Offerors-Commercial, applies to this acquisition. The=20 provision at
52.212-2, Evaluation-Commercial Items, is applicable with = Past=20
Performance being evaluated as more important than price, see paragraph
= (a) of=20 that provision. This solicitation requires the submission
of Price and = Past=20 Performance information. The Offeror(s) shall
describe its past = performance on=20 similar contracts it has held
within the last five (5) years which are = of=20 similar scope,
magnitude, and complexity to that which is detailed in = the RFP=20 or
affirmatively state that it possesses no relevant directly related =
or=20 similar past performance. Offerors who present similar contracts
should = provide=20 a detailed explanation demonstrating the relevance
of the contracts to = the=20 requirements of the RFP. The offeror
should provide the following = information=20 regarding its past
performance: A. Contract Number(s), B. Name and = phone=20 number of
contact at the Federal, State, Local, Government or = Commercial
