(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in sub-part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation F02601-00-T0333 is being issued as a request for quotation. (III) This solicitation incorporates clauses and provisions in effect through the Federal Acquisition Circular 97-16. (IV) This requirement is being synopsized as a small business set-aside under standard industrial classification code 5045, size standard 100 employees. (V) The 355th Wing is searching for a multi-media video and graphics presentation system capable of broadcasting information to base personnel and their families over the winga__s commercial cablevision channel 24 hours a day/ 7 days a week. System features must include the ability to create full screen productions with text, graphics, animation, sound, and video a__ including real time live audio (radio stations) and video (to include VCRa__s) insertions. Programs must have the ability to be created off-line on two master workstations and then played back continuously on a player workstation. In addition, a dial-up device is mandatory for certain users to access pre-packaged messages during emergencies and exercises. This procurement must also include integration, installation, and maintenance, including software upgrade packages, training, system testing, and warranty support for initial and sustained system operation. The line items listed below are suggested but not limited to the system a contractor may have already developed. All items listed will be considered on an a__or equala__ basis with the exception of items pertaining to the use of SCALA Software. SCALA Software is required for this system.
